Introduction

The English Devolution and Community Empowerment Act 2026 surprised everyone when introduced into Parliament on 10 July 2025, the final part of which applies to England and Wales and bans upwards-only rent reviews.

The Act received Royal Assent on 29 April 2026 and the provisions are expected to come into force in 2027 or 2028. It is a major change in commercial property law and a knowledge of it is essential for property professionals.
