Introduction

The government’s attempts at using hotels, former RAF bases and most recently a floating barge to accommodate asylum seekers have proven highly controversial.

A glut of High Court litigation has followed, with unhappy local councils and residents seeking to push back against central government’s attempts at novel planning uses without following conventional planning procedures.
