Jacob Turner
Barrister at Fountain Court Chambers. Jacob is ranked as a Leading Junior by the legal directories in eight areas: administrative law and human rights, AI, aviation, commercial litigation, data protection, IT, public international law, and sanctions.He is a former solicitor-advocate, having qualified in 2014. He has acted as sole counsel in the High Court, an LCIA Arbitration and the Court of Appeal and as junior counsel in the UK Supreme Court. Jacob has a particular interest in cases relating to technology, data and artificial intelligence. He is on the Attorney General’s B Panels of Counsel for both Civil and Public International Law, and has advised the UK Government on a variety of legal and policy issues relating to AI. Jacob is also frequently instructed in heavy commercial and sovereign matters. His clients include Venezuela, Libya, Argentina and India. Jacob is ranked as a Global Market Leader for AI by Chambers and Partners and was included in The Lawyer’s Hot 100 2025.Previously, Jacob worked in the Dispute Resolution department at Cleary Gottlieb Steen and Hamilton LLP and as a judicial assistant to Lord Mance at the UK Supreme Court. Jacob is the author of Robot Rules: Regulating Artificial Intelligence (Palgrave Macmillan, 2018). He is a contributing author to The Law of Artificial Intelligence (Sweet & Maxwell, 2024). Jacob is also the co-author, with Lord Mance, of Privy Council Practice (OUP, 2017).
