Introduction

The Senior Managers and Certification Regime (‘SMCR’), introduced for dual regulated firms in 2016 and for solo regulated firms in 2019, is one of the most impactful regulatory regimes in recent history.

Its purpose is to improve the accountability and governance of financial services firms.

The SMCR places more responsibility on senior managers for their actions and decisions and those with senior management functions (‘SMFs’) must maintain fitness and propriety or risk losing their role.

The SMCR enables the FCA to take enforcement action against senior managers where there is clear evidence of wrongdoing.

Ultimately, the SMCR aims to encourage a positive culture led by senior managers who demonstrate integrity and responsibility in their decision making.
