The UK Government’s Immigration White Paper 2025 has sparked widespread interest, confusion, and, unsurprisingly, concern. Headlines suggest a major and unprecedented reform, but as immigration professionals know, a white paper is not law. It is a policy proposal, a political statement of intent, not a legally binding document. And yet, it has the potential to change the future of immigration practice in the UK drastically.
