Introduction

Financial regulation never stands still, and successive governments have looked to drive regulatory change that boosts the economy and encourages innovation while continuing to protect consumers.

Following on from the ‘Edinburgh reforms’ announced in December 2022 came a new government, and a new set of priorities. The ‘Leeds reforms’ were announced in July 2025. Alongside the ambitious 10-year plan to make the UK the global location of choice for financial institutions, the planned reforms look to reduce regulatory burdens on firms and cut regulatory red tape.

Specific initiatives will affect banks, fund managers, insurers, investment firms, payments, capital markets and pensions; while overarching proposals seek to consolidate and refocus laws and regulatory requirements so they are fit for the UK markets and encourage growth and innovation from both within the UK and from overseas businesses wanting to enter the UK marketplace.
