Introduction

Nearly 30 years after the Protection from Harassment Act 1997 was introduced, the legal framework has evolved significantly. New offences such as stalking, revenge porn, upskirting, downblousing and sexual harassment, alongside enhanced powers including restraining orders following acquittal, have strengthened the criminal justice response to Violence Against Women and Girls (VAWG).

The CPS has expanded its approach to prosecuting these offences, supported by legislation such as the Police, Crime, Sentencing and Courts Act 2022 and updated legislation and guidance on street-based sexual harassment.
