The Public Law Outline (PLO) sets out the duties local authorities have when considering an application for a care or supervision order.

Where the concerns the local authority have about the care children are receiving escalate in respect of a family with which they are working, attempts will be made to avoid care proceedings.

The pre-proceedings procedure provides a valuable opportunity for families to work with children’s services to address any issues arising.
