Introduction

Recent developments in procurement policy and proposed legislation places social value at the heart of the procurement agenda.

The Government has recently implemented their Social Value Model which will be used by government bodies to assess the social impact of suppliers.

Now, a 10% weighting has been placed on social value in the quality responses, when bidding for central government contracts. Local government, the NHS and housing associations all have different ways of assessing social value and it is becoming a complex and complicated landscape to navigate.

This virtual classroom seminar seeks to explore the key legal issues around social value in procurement, including recent procurement policy notes, the National Procurement Policy Statement and the proposals around converting evaluation rules from Most Economically Advantageous Tender to Most Advantageous Tender.

The course will also provide practical tips and examples of social value questions, criteria, and scoring.

It is aimed at lawyers, procurement officers and others in the public, private and charitable sectors who have at least some knowledge of the public procurement regime generally.

  • The current position of social value under the Public Contracts Regulations 2015 and the National Procurement Policy Statement
  • An overview of Central Government's Social Value Model and PPN 06/20, TOMS social value framework and HACT's wellbeing valuation approach to social value
  • Rules in relation to social value at each stage of the procurement process: from pre-market engagement, selection, award, and contract conditions
  • Award criteria and social value: price and quality considerations
  • Practical tips as to how to effectively incorporate social value into your procurement policies and procurements
