Introduction

Houses in multiple occupation (HMOs) present particular challenges for planning authorities.

High concentrations of HMOs and ‘studentification’ can result in substantial changes to neighbourhoods and a number of local authorities have sought to control the spread of HMOs through planning policy and other mechanisms.

This virtual classroom seminar will consider the planning issues associated with HMOs, including how they may be regulated by withdrawing permitted development rights, how planning and licensing powers relate to each other and what guidance is provided by recent court decisions.
