The Parole Board process has seen some significant changes following their own review and the decision in 'the Worboys case'.

This course is designed to take a practical look at the challenges faced by practitioners and their clients when dealing with a Parole Board Review from the referral from the PPCS to Members Case Assessment (MCA) stage and all the way through to an oral hearing and beyond (and how to overcome them). It will provide an understanding of effective preparation and case planning.

What You Will Learn

This course will cover the following:

  • The changes brought about in Parole Board Rules 2019 including the Board's powers of release on the papers, case management and reconsideration
  • 'Calder' duty on recall - the duty of the Parole Board to consider whether the National Offender Management Service (NOMS) have sufficient reason to justify recall
  • Guidance on allegations - new guidance was issued in March 2019 setting out how the Parole should deal with the issues of both proven and unproven allegations
  • Non-Disclosure - this section will consider how the new Rule 17 of the Parole Board Rules operates and the Parole Board's own Guidance issued in July 2019
  • Case conferencing - in the more complex cases the Parole Board Panel Chair may seek a case conference; there will be consideration of the procedure and effective preparation
  • Victims and the part they play in the Parole process
  • Areas that have an impact on the Parole Process including Cat A, Close Supervision Centres and Adjudications
  • Funding - how to secure funding for each stage of the process and maximise files
