Introduction

A strong risk culture is fundamental to effective governance within FCA-regulated firms. While frameworks, policies and controls provide the structure for managing risk, organisational culture determines how consistently they are applied in practice. Equally, psychological safety influences whether employees feel confident to raise concerns, challenge decisions and escalate issues before they become significant risks.

Regulators continue to place increasing emphasis on culture, accountability and governance through initiatives such as the Senior Managers & Certification Regime (SM&CR), Operational Resilience and Consumer Duty.
