Introduction

The Senior Managers and Certification Regime (SMCR) is in a state of flux - in Q1 2026, HM Government had concluded a consultation about reforming it which took place from 15 July 2025 to 8 October 2025. At the same time as SMCR is evolving and reforming, the operational resilience regime, that came into force on 31 March 2025 after a 3-year transition period, is now maturing.

The purpose of this short, recorded webinar is to provide some insight into the general direction of the SMCR regime; the interaction between SMCR and operational resilience regimes and practical ways in which senior manager responsibility may arise in this context and how accountability may be demonstrated.
